Mr. HEINRICH submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. _____. DEPARTMENT OF JUSTICE. (a) Offset.--Notwithstanding section 202, the amount appropriated to the Director of U.S. Immigration and Customs Enforcement under that section shall be $30,975,000,000. (b) Appropriation.--In addition to amounts otherwise available, there is appropriated to the Department of Justice for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, $100,000,000, to remain available through September 30, 2029, to coordinate with the Bureau of International Narcotics and Law Enforcement Affairs of the Department of State to interdict illicit fentanyl-related substances in the United States. ______
