Mr. WELCH (for himself and Mr. Durbin) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle A of title X, add the following: SEC. 1006. PROHIBITION AGAINST USING DEPARTMENT OF DEFENSE FUNDING TO SUPPORT DOMESTIC IMMIGRATION ENFORCEMENT OPERATIONS. No amounts appropriated or otherwise made available to the Department of Defense may be used to enter into any new contract or agreement or to renew any existing contract or agreement if the primary purpose of such contract or agreement is expeditionary logistics, contingency contracting, base operations support, theater opening or sustainment contracting, or operational contract support, for the purpose of supporting [[Page S3532]] domestic immigration enforcement operations of the Department of Homeland Security. ______
