Pursuant to clause 8 of rule XX, the unfinished business is the vote on the motion to suspend the rules and pass the bill (H.R. 5763) to amend the Small Business Investment Act of 1958 to modify the criteria for loans for plant acquisition, construction, conversion or expansion, and for other purposes, on which the yeas and nays were ordered. The Clerk read the title of the bill. The SPEAKER pro tempore. The question is on the motion offered by the gentleman from Texas (Mr. Williams) that the House suspend the rules and pass the bill. HARRIGAN and KNOTT changed their vote from ``yea'' to ``nay.'' Ms. WILLIAMS of Georgia and Mr. NORCROSS changed their vote from ``nay'' to ``yea.'' So (two-thirds being in the affirmative) the rules were suspended and the bill was passed. The result of the vote was announced as above recorded. A motion to reconsider was laid on the table. Stated for: Mr. LAWLER. Madam Speaker, had I been present, I would have voted YEA on Roll Call No. 32. Mr. MACKENZIE. Madam Speaker, had I been present, I would have voted YEA on Roll Call No. 32. Madam Speaker, I attended an official meeting that did not end on time and was not able to reach the House Chamber before the first vote of the series closed. Had I been present, I would have voted YEA Roll Call No. 32. Mr. HUIZENGA. Madam Speaker, I was delayed on the way to the floor and missed the vote.
