Ms. ALSOBROOKS submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. APPROPRIATION FOR LOW-INCOME HOUSEHOLD WATER ASSISTANCE PROGRAM. (a) In General.--Notwithstanding section 202, the amount appropriated under that section shall be reduced by $400,000,000. (b) Appropriation for LIHWAP.--In addition to amounts otherwise available, there is appropriated to the Secretary of Health and Human Services for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, $400,000,000, to remain available until September 30, 2029, to carry out a Low-Income Household Water Assistance Program to help low-income households afford rising water and wastewater utility costs and prevent such households from experiencing shutoffs during periods of economic hardship or extreme weather. ______
