Mr. GALLEGO submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. PROHIBITION ON USE OF FUNDS UNTIL THE STRATEGIC PETROLEUM RESERVE IS REFILLED. None of the funds appropriated or otherwise made available by this Act or any other Act may be used to authorize, permit, facilitate, or carry out the export of crude oil from the United States until the Secretary of Energy certifies to Congress that the Strategic Petroleum Reserve has been refilled to its authorized storage capacity of 714,000,000 barrels. ______
