Mr. KAINE submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: SEC. 204. PROHIBITION ON USE OF FUNDS TO DETAIN INDIVIDUALS. None of the funds made available under this Act may be used to detain individuals unless U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection respond to any inquiries by families, attorneys, or members of Congress, not later than 48 hours after such an inquiry, about the location of individuals detained by U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, or detention facilities holding individuals under contracts with such agencies. ______
