Mrs. SHAHEEN submitted an amendment intended to be proposed by her to the bill H.R. 7148, making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title VII of division E, insert the following: SEC. ___. LIMITATION ON USE OF FUNDS. (a) In General.--None of the funds appropriated or otherwise made available by this Act or any other Act with respect to any fiscal year may be used to blockade, occupy, annex, conduct military operations against, or otherwise assert control over the sovereign territory of a member state of the North Atlantic Treaty Organization (NATO), other than as authorized by that NATO member state or the North Atlantic Council. (b) Rule of Construction.-- Nothing in this section shall be construed to prevent the United States from defending itself or an ally from an armed attack or from a credible threat of an imminent armed attack. ______
