RECOGNIZING HIS EXCELLENCY NGUYEN QUOC DZUNG, AMBASSADOR OF THE SOCIALIST REPUBLIC OF VIETNAM TO THE UNITED STATES Congressional Record, Volume 172 Issue 146 (Wednesday, September 16, 2026) [Congressional Record Volume 172, Number 146 (Wednesday, September 16, 2026)] [Extensions of Remarks] [Page E936] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] RECOGNIZING HIS EXCELLENCY NGUYEN QUOC DZUNG, AMBASSADOR OF THE SOCIALIST REPUBLIC OF VIETNAM TO THE UNITED STATES ______ HON. ABRAHAM J. HAMADEH of arizona in the house of representatives Wednesday, September 16, 2026 Mr. HAMADEH of Arizona. Mr. Speaker, I rise today to recognize His Excellency Ambassador Nguyen Quoc Dzung on the occasion of the 81st National Day of the Socialist Republic of Vietnam and the conclusion of his term as Ambassador to the United States. The history of the United States and Vietnam is one of the most remarkable stories of reconciliation in modern diplomacy. Once divided by a devastating war, our two nations have spent the past three decades building a relationship grounded in dialogue, mutual respect, and a shared commitment to a more peaceful and prosperous future. Since the normalization of diplomatic relations in 1995, the United States and Vietnam have developed a broad partnership spanning trade, investment, education, science and technology, security, and people-to-people ties. Ambassador Dzung served in Washington during a particularly important chapter in that relationship. In September 2023, the United States and Vietnam elevated our relationship to a Comprehensive Strategic Partnership--the highest level of Vietnam's diplomatic partnerships. This historic step reflected how far our two countries have come and created new opportunities for cooperation in areas ranging from economic engagement and resilient supply chains to semiconductors, technology, education, energy, and security. During his tenure, Ambassador Dzung helped strengthen the foundation of this partnership and advance the many connections that bring our countries closer together. He has engaged with leaders in government, academia, and the private sector across the United States, helping identify new opportunities for cooperation. He has also represented an important chapter in the continuing work of reconciliation between the American and Vietnamese peoples. Our countries have made significant progress in addressing the legacies of war, including accounting for missing servicemembers, remediating former military sites, and clearing unexploded ordnance. These efforts demonstrate that even the most difficult chapters of our shared history can become a foundation for greater understanding and cooperation. As Ambassador Dzung concludes his tenure in Washington, we recognize his service at an important moment in the history of United States- Vietnam relations. His tenure has coincided with a period in which two former adversaries have continued to build a relationship defined by cooperation, opportunity, and an enduring commitment to a better future. On behalf of the United States Congress, I thank Ambassador Dzung for his service, his friendship, and his contributions to strengthening the bonds between the American and Vietnamese peoples. We wish him every success in his future endeavors and look forward to continuing the remarkable partnership that our two nations have built together. ____________________
