Mr. CASSIDY (for himself and Mr. Whitehouse) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1271. LIST OF NON-UNITED STATES FREE TRADE ZONES. (a) In General.--Not later than 2 years after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of Homeland Security, shall identify and publish, on a publicly accessible internet website, a list of non-United States free trade zones that includes the identity, location, and administrators of each such zone. (b) Periodic Reviews.--The Secretary of Defense, in coordination with the Secretary of Homeland Security, shall review the list of non-United State free trade zones required by subsection (a) on a periodic basis, and not less frequently than annually-- (1) to ensure the information included for each zone is correct; (2) to add new zones to the list; and (3) to remove zones no longer in existence from the list. (c) Non-united States Free Trade Zone Defined.-- (1) In general.--In this section, the term ``non-United States free trade zone'' means a designated area within the customs territory of a foreign country that is treated for purposes of payment of duties or taxes as though the area were located outside the customs territory of that country. (2) Synonymous terms.--Synonymous terms commonly used to refer to zones described in paragraph (1) include ``free zones'', ``special economic zones'', ``export processing zones'', ``free economic zones'', and ``freeports''. ______
