Mr. BUDD submitted an amendment intended to be proposed by him to the bill H.R. 7148, making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; which was ordered to lie on the table; as follows: In title V of Division H, insert after section 554 the following: Sec. 555. (a) Subject to subsections (b) and (c), not later than 5 business days after the date on which the Administrator of the Federal Emergency Management Agency designates an application for an award under section 404 or 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170c, 5174) using amounts made available under this Act as pending approval by the Secretary of Homeland Security (referred to in this section as the ``Secretary''), the Secretary shall obligate the amounts for that application. (b) The Secretary may withhold an obligation described in subsection (a) if, during the 5 business day-period following the date described in subsection (a), the Secretary submits to the Committee on Appropriations of the Senate and the Committee on Appropriations of the House of Representatives a certification detailing specific and evidence-based findings of material fraud or legal ineligibility that preclude immediate obligation. (c) Subsection (a) shall not apply during a period in which the Secretary determines that the amounts available in the Disaster Relief Fund are insufficient to comply with the requirements under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). ______
