Congressman Rogers Votes to Extend the Foreign Intelligence Surveillance Act (FISA) and Prevents Federal Digital Currency

WASHINGTON, DC - U.S. Rep. Harold "Hal" Rogers (KY-05) voted for a 3-year extension of the Foreign Intelligence Surveillance Act (FISA) with Section 702 reforms to protect the safety of the American people amid rising threats from foreign enemies. "As tensions escalate with Iran and China, our foreign intelligence capabilities are critical to homeland security and American military operations - making FISA more important than ever before. We cannot afford a lapse in disrupting terror, fentanyl operations, ransomware attacks, or threats to our American heroes overseas," said Congressman Rogers. "We also included additional protections for American civil liberties, with more oversight and restrictions on any cases involving individuals in the United States." FISA was first created nearly 50 years ago to collect foreign intelligence to protect the American people from foreign threats. Most recently, FISA information helped lead to the successful capture of former Venezuelan President Nicolas Maduro, who was charged with narco-terrorism, cocaine trafficking and weapons offenses. It also alerted the Department of War to the threat of an ISIS attack targeting U.S. warfighters in Syria, led to the take down of drug cartel kingpin El Mencho, and prevented a mass casualty event at a Taylor Swift concert overseas. FISA is one of the nation's most important tools to stop foreign terrorist attacks. The bill also includes the Anti-CBDC Surveillance State Act , prohibiting the Federal Reserve from issuing a central bank digital currency (CBDC) directly to individuals or indirectly. Among other protections, it requires that Congress pass legislation authorizing any government-created digital dollar, safeguarding private innovation and any future development of digital cash. It also supports President Trump's Executive Order to Strengthen American Leadership in Digital Financial Technology . The bill passed the House on Wednesday and now moves to the U.S. Senate for consideration.
