Mr. KIM submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. FEMA REIMBURSEMENT PROGRAM. (a) Definition.--In this section, the term ``State'' means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. (b) Reimbursement.--There are appropriated to the Administrator of the Federal Emergency Management Agency for fiscal year 2026, out of amounts in the Treasury not otherwise appropriated, $625,000,000 to make reimbursement payments to State, local, and Tribal governments for security expenses incurred in hosting the President at events relating to the America 250 initiative. (c) Considerations.--In making reimbursement payments under subsection (b), the Administrator of the Federal Emergency Management Agency-- (1) may only consider criteria required under laws generally applicable to grants awarded by the Federal Government; and (2) shall award funds to each applicant that hosts an event described in subsection (b). ______
