Mr. HILL of Arkansas. Mr. Speaker, I rise today to recognize Chief Heath Helton of the Little Rock Police Department for his three decades of public service to our capital city, and to [[Page H5188]] congratulate him on his recent appointment as the director of Arkansas' Division on Law Enforcement Standards and Training. As chief, Helton implemented the city's comprehensive crime reduction strategy, leading to 4 consecutive years of falling crime. Violent crime has declined by 15 percent under his tenure. Chief Helton is an inspired choice to help shape the law enforcement training standards for Arkansas. His proven leadership will serve Arkansas well as he trains that next generation of officers. Mr. Speaker, I join all central Arkansans in thanking Chief Helton for his service, and I wish him continued success as he works to make Arkansas a safe place to live, work, and raise a family. ____________________
