Ms. CORTEZ MASTO (for herself and Mr. Daines) submitted an amendment intended to be proposed by [[Page S3509]] her to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle G of title X, add the following: SEC. ___. INSTALLATION OF MECHANICAL INSULATION PROPERTY AS AN ENERGY OR WATER EFFICIENCY MEASURE IN FEDERAL BUILDINGS. Section 543(f) of the National Energy Conservation Policy Act (42 U.S.C. 8253(f)) is amended-- (1) in paragraph (1)-- (A) by redesignating subparagraphs (E) through (H) as subparagraphs (F) through (I), respectively; and (B) by inserting after subparagraph (D) the following: ``(E) Mechanical insulation property.--The term `mechanical insulation property' means insulation material, facing, or accessory product that-- ``(i) is placed into service-- ``(I) in connection with a mechanical system; and ``(II) in a manner that meets or exceeds the minimum requirements of Standard 90.1 of the American Society of Heating, Refrigerating and Air-Conditioning Engineers (as in effect on the date of enactment of the National Defense Authorization Act for Fiscal Year 2027); and ``(ii) results in a reduction in energy loss from the mechanical system.''; and (2) in paragraph (3)(A), by inserting ``, including identification of energy- and water-saving measures (including the installation of mechanical insulation property, if applicable),'' after ``a comprehensive energy and water evaluation''. ______
