Mr. GRAHAM (for himself and Mr. Whitehouse) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle C of title VIII, add the following: [[Page S3120]] SEC. 850. REQUIREMENT FOR COAST GUARD TO BUY CERTAIN ARTICLES FROM AMERICAN SOURCES. (a) In General.--Section 4862 of title 10, United States Code, is amended-- (1) in subsection (a), by striking ``Department of Defense'' and inserting ``Department of Defense or any branch of the armed forces''; (2) in subsection (c), by striking ``the Secretary of the military department concerned'' and inserting ``the Secretary concerned''; (3) in subsection (g)-- (A) in paragraph (1), by striking ``Department of Defense'' and inserting ``Department of Defense or any branch of the armed forces''; (B) in paragraph (2)(B), by striking ``The Secretary of Defense'' and inserting ``The Secretary of Defense or, with respect to the Coast Guard when it is not operating as a service in the Navy, the Secretary of Homeland Security''; (4) in subsection (h)-- (A) in paragraph (2)(B), by striking ``Secretary of Defense'' and inserting ``Secretary of Defense or, with respect to the Coast Guard when it is not operating as a service in the Navy, the Secretary of Homeland Security''; and (B) in paragraph (3), by striking ``Secretary of Defense'' and inserting ``Secretary of Defense, in consultation with the Secretary of Homeland Security,''; and (5) in subsection (k), by striking ``or of the military department concerned'' and inserting ``or the Secretary concerned''. (b) Effective Date.--The amendments made by this section shall take effect on the date that is three years after the date of the enactment of this Act. ______
