Mr. HEINRICH submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place in title I, insert the following: SEC. 1__. APPROPRIATION TO IDENTIFY AND ESTABLISH OPENINGS AND CROSSING INFRASTRUCTURE TO REDUCE HUMAN- WILDLIFE CONFLICT BY REMOVING BARRIERS TO MIGRATION AND RANGE EXPANSION. (a) In General.--In addition to amounts otherwise available, there is appropriated to U.S. Customs and Border Protection for fiscal year 2026, out of amounts in the Treasury not otherwise appropriated, $1,000,000,000, to remain available until September 30, 2029, to work with the Department of the Interior and the Department of Transportation to identify and establish openings and crossing infrastructure to reduce human-wildlife conflict by removing barriers to migration and range expansion. (b) Reduction in Funds.--Notwithstanding section 102, the amount appropriated under that section shall be $6,450,000,000. ______
