Mr. GALLEGO submitted an amendment intended to be proposed by him to the bill S. 1383, to establish the Veterans Advisory Committee on Equal Access, and for other purposes; which was ordered to lie on the table; as follows: At the end, add the following: SEC. 3. PROHIBITION ON USE OF FUNDS FOR AN INVASION OF A NATO COUNTRY OR TERRITORY OF A NATO COUNTRY. No Federal funds may be used for an invasion of a NATO country or territory of a NATO country without the consent of that country or invocation of the collective defense provisions of Article 5 of the North Atlantic Treaty, done at Washington April 4, 1949.
