Mr. MOYLAN. Mr. Speaker, today I rise to honor the life and legacy of former Mangilao mayor, Nito Castro Blas, who passed away on May 6, 2026, at the age of 89. Mayor Blas was a proud veteran, devoted public servant, and beloved member of the island community. For nearly 28 years and seven terms as mayor of Mangilao, he dedicated his life to serving the people of Guam with humility, compassion, and integrity. To many, he was a trusted leader, a familiar face in the village, and someone who genuinely cared for the people around him. Before entering public office, Mayor Blas proudly served our Nation in the United States Navy, carrying the values of duty and service throughout his life. His legacy will live on through the countless lives he touched and the lasting impact he made on the village of Mangilao and our island community. I extend my deepest condolences to the Blas family, his loved ones, and the people of Mangilao during this difficult time. May he rest in eternal peace. ____________________
