Mr. BLUMENTHAL (for himself, Mr. Gallego, Ms. Hirono, and Mr. King) submitted an amendment intended to be proposed by him to the concurrent resolution S. Con. Res. 33, setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; which was ordered to lie on the table; as follows: Strike titles II and III and insert the following: TITLE II--RECONCILIATION SEC. 2001. RECONCILIATION IN THE HOUSE OF REPRESENTATIVES. In the House of Representatives, not later than May 15, 2026, the Committee on Armed Services shall report to the House of Representatives changes in laws within its jurisdiction that increase the deficit by not more than $13,000,000,000 for the period of fiscal years 2026 through 2035. SEC. 2002. RECONCILIATION IN THE SENATE. In the Senate, not later than May 15, 2026, the Committee on Armed Services shall report to the Senate changes in laws within its jurisdiction that increase the deficit by not more than $13,000,000,000 for the period of fiscal years 2026 through 2035. TITLE III--RESERVE FUNDS SEC. 3001. DEFICIT-NEUTRAL RESERVE FUND RELATING TO PROVIDING COMBAT-INJURED MILITARY RETIREES WITH THEIR FULL MILITARY BENEFITS. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to enhancing benefits for combat-injured veterans, which may include legislation to ensure veterans entitled to disability compensation from the Department of Veterans Affairs and retirement payments from the Department of Defense receive such compensation and payments concurrently, or eliminate the offset of Department of Veterans Affairs disability compensation and Department of Defense retirement payments for veterans who were medically retired from service in the Armed Forces and have a combat-related disability, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over the period of the total of fiscal years 2026 through 2035. ______
