Mr. HEINRICH submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place in title I insert the following: SEC. __. APPROPRIATION TO MONITOR PESTS AND PATHOGENS AFFECTING SPECIALTY CROPS. (a) In General.--In addition to amounts otherwise available, there is appropriated to the Customs and Border Patrol and the Department of Agriculture for fiscal year 2026, out of amounts in the Treasury not otherwise appropriated, $500,000,000, to remain available until September 30, 2029, to research and deploy surveillance technologies and systems to monitor imports for pests and pathogens that would impact domestic production of specialty crops. (b) Reduction in Funds.--Notwithstanding section 102, the amount appropriated under that section shall be $6,950,000,000. ______
