Mr. HICKENLOOPER submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle B of title IX, add the following: SEC. 918. LIMITATION ON AVAILABILITY OF FUNDS FOR MODIFICATION OR CONSOLIDATION OF GEOGRAPHIC COMBATANT COMMANDS. None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2027 for the Department of Defense may be obligated or expended to carry out an action described in subsection (b) of section 916 of the National Defense Authorization Act for Fiscal Year 2026 (Public Law 119-60; 139 Stat. 1022) until a period of 60 days has elapsed following the date on which the Secretary of Defense submits the certification and all other information required under subsection (c) of that section with respect to such action. ______
