Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Thune (for Mr. Graham) to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of title II, add the following: SEC. 204. DEPARTMENT OF JUSTICE. (a) Offset.--Notwithstanding section 203 of this title, the amount appropriated to the Secretary of Homeland Security under that section shall be $2,000,000,000. (b) Appropriation.--In addition to amounts otherwise available, there is appropriated to the Attorney General for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, $500,000,000, to remain available until September 30, 2029, to establish a process for compensating victims for violations of their Federal constitutional or statutory rights by Federal officers or agents carrying out immigration enforcement activities, and to provide for related compensation. ______
