Mr. WHITEHOUSE submitted an amendment intended to be proposed by him to the bill H.R. 6938, making consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ____. BLOCKING PAUSES TO LEASES AND OTHER ACTIVITIES FOR CERTAIN ENERGY PROJECTS. The Secretary of the Interior may not use any funds provided in any division of this Act to pause, in whole or in part, any lease or activity associated with holding a lease for an applicable energy project during the 1 year period following the issuance of an injunction to a stop work order on that energy project by a Federal court. ______
