Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Thune (for Mr. Graham) to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: SEC. 204. PROHIBITING IMMIGRATION ENFORCEMENT ACTIVITIES TARGETING PREGNANT, POSTPARTUM, OR LACTATING WOMEN. (a) In General.--Except as provided in subsection (b), none of the funds provided by this Act or by any other Act may be obligated or expended for immigration enforcement activities that target pregnant, postpartum, or lactating women or their infants, including-- (1) the detention of such women for more than 72 hours; and (2) the use of physical or electronic restraints. (b) Exception.--The limitations under subsection (a) shall not apply to immigration enforcement actions taken against women who are individually determined to be a serious flight risk. ______
