Mr. BLUMENTHAL submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. PROHIBITION ON USE OF FUNDS TO STOP AND DETAIN INDIVIDUALS BASED ON APPARENT RACE, ETHNICITY, LANGUAGE, OR OCCUPATION. None of the funds made available under this Act may be used to stop and detain any individual based on apparent race, ethnicity, language, or occupation (commonly known as a ``Kavanaugh stop''). ______
