Mr. KAINE submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. TRANSFER OF FUNDS TO ELIMINATE BACKLOG OF IMMIGRATION AND NATURALIZATION APPLICATIONS AND PETITIONS. Notwithstanding any other provision of this Act, of the amounts made available to U.S. Immigration and Customs Enforcement under this title, $100,000,000 shall be transferred to U.S. Citizenship and Immigration Services to eliminate the backlog of immigration and naturalization applications and petitions. ______
