Mr. SCHATZ submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle D of title V, add the following: SEC. 539F. ADDITIONAL REQUIREMENTS FOR INITIATIVE TO ENHANCE THE CAPABILITY OF MILITARY CRIMINAL INVESTIGATIVE ORGANIZATIONS TO PREVENT AND COMBAT CHILD SEXUAL EXPLOITATION. (a) Partnerships and Mandatory Training.--Section 550D(c) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92; 10 U.S.C. 1561 note prec.) is amended-- (1) by amending paragraph (2) to read as follows: ``(2) Partnerships.--The Secretary shall seek to enter into partnership and execute collaborative agreements with functional experts, including highly qualified national child protection organizations or local law enforcement training centers, including those in United States territories and near military installations abroad, with demonstrated expertise in the delivery of law enforcement training, to identify, investigate, and prosecute individuals engaged in online child sexual exploitation.''; and (2) by amending paragraph (3) to read as follows: [[Page S3419]] ``(3) Mandatory training.--The Secretary shall establish mandatory training for criminal investigative organizations of the Department of Defense and other appropriate personnel at military installations within and outside the contiguous United States, including United States territories, to ensure that the capability and capacity to investigate child exploitation is continuously maintained regardless of staff turnover and relocations.''. (b) Overseas Opportunities.--In carrying out the initiative under section 550D of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92; 10 U.S.C. 1561 note prec.), as amended by subsection (a), the Secretary of Defense shall, consistent with current memoranda of understanding, explore opportunities-- (1) in at least three United States territories with military installations; and (2) in at least two countries with United States military installations. ______
