Ms. ALSOBROOKS submitted an amendment intended to be proposed by her to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title X, insert the following: SEC. 10__. NAVY-COAST GUARD MARITIME WORKFORCE AND CAPACITY COORDINATION PLAN. (a) Establishment.--Not later than 180 days after the date of the enactment of this Act, the Secretary of the Navy and the Commandant of the Coast Guard shall establish a recurring coordination mechanism to align maritime industrial workforce requirements and capacity planning activities. (b) Quarterly Coordination.--In carrying out subsection (a), the Secretary of the Navy and the Commandant of the Coast Guard shall convene meetings not less frequently than once each quarter to-- (1) identify projected workforce requirements and capacity needs associated with shipbuilding, ship repair, maintenance, sustainment, and related maritime industrial activities; (2) identify areas of overlap, competition, or resource constraints that may adversely affect the ability of either service to meet workforce and industrial base requirements; (3) assess opportunities to coordinate workforce development activities, training pipelines, and industrial base investments; and (4) identify actions necessary to reduce duplication and improve coordination across shared industrial sectors. (c) 10-year Maritime Workforce and Capacity Plan.-- (1) Report.--Not later than one year after the date of the enactment of this Act, and every two years thereafter, the Secretary of the Navy and the Commandant of the Coast Guard shall jointly submit to the appropriate congressional committees a report containing a 10-year maritime workforce and capacity plan. Each such plan shall include, for the period covered by the plan-- (A) projected workforce requirements across shipbuilding, ship repair, maintenance, sustainment, and critical supplier sectors; (B) projected demand signals and anticipated requirements for public and private shipyards and related industrial base participants; (C) an assessment of workforce gaps, shortages, and associated risks to the execution of shipbuilding and sustainment requirements; (D) the identification of areas in which Navy and Coast Guard requirements may create competing demands for labor, infrastructure, or supplier capacity; (E) recommendations for mitigating identified constraints and improving coordination between the Navy and the Coast Guard; and (F) an assessment of actions necessary to provide industry with greater predictability regarding future workforce and capacity requirements. (2) Briefing.--Not later than 30 days after the date on which a report is submitted under paragraph (1), the Secretary of the Navy and the Commandant of the Coast Guard shall provide to the appropriate congressional committees a briefing on the plan contained in the report. (3) Appropriate congressional committees.--In this subsection, the term ``appropriate congressional committees'' means-- (A) the Committee on Armed Services and the Committee on Commerce, Science, and Transportation of the Senate; and (B) the Committee on Armed Services and the Committee on Transportation and Infrastructure of the House of Representatives. ______
