Ms. ROSEN (for herself and Mr. Durbin) submitted an amendment intended to be proposed by her to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title XVI, insert the following: SEC. ___. UPDATE OF INTELLIGENCE COMMUNITY ASSESSMENT ON GLOBAL WATER SECURITY. (a) Update Required.--Not later than April 1, 2027, the Director of National Intelligence, in coordination with the Secretary of Defense and the heads of appropriate elements of the intelligence community, shall submit to the appropriate congressional committees an updated version of the intelligence community assessment entitled ``Global Water Security'' (ICA 2012-08), dated February 12, 2012 (referred to in this section as the ``original assessment''). (b) Contents.--The updated assessment required by subsection (a) shall include-- (1) all elements in the original assessment with updated data and analysis; (2) relevant developments since the submission of the original assessment; (3) an analysis of the efforts of foreign adversarial governments to gain access to, exert control over, or manipulate water resources, including rate of acquisition of or control over groundwater or surface water beyond sovereign territory of such governments, including transboundary waters, and geographical reach; (4) an assessment of trends related to conflict over water or attacks on water; and (5) any additional matters the Director determines appropriate or that the congressional intelligence committees specify. (c) Form.--The assessment required by this section shall be submitted in unclassified form, but may include a classified annex. (d) Definitions.--In this section, the term ``appropriate congressional committees'' means-- (1) the Committee on Armed Services, the Committee on Foreign Relations, the Permanent Select Committee on Intelligence, and the Committee on Appropriations of the Senate; and (2) the Committee on Armed Services, the Committee on Foreign Affairs, the Select Committee on Intelligence, and the Committee on Appropriations of the House of Representatives. ______
