Ms. SLOTKIN submitted an amendment intended to be proposed by her to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle B of title XII, add the following: SEC. 1218. PROHIBITION ON USE OF TAXPAYER DOLLARS FOR RECONSTRUCTION AND ECONOMIC DEVELOPMENT FUND FOR IRAN. (a) Sense of Congress.--It is the sense of Congress that no taxpayer dollars should be used to establish, support, finance, administer, contribute to, or otherwise facilitate any fund or plan for the reconstruction and economic development of the Islamic Republic of Iran, including the $300,000,000,000 fund for the reconstruction and economic development of the Islamic Republic of Iran outlined in Islamabad Memorandum of Understanding between the Islamic Republic of Iran and the United States of America signed by President Trump on June 17, 2026 . (b) Prohibition.--None of the funds authorized to be appropriated by this Act or otherwise made available for the Department of Defense may be obligated or expended to establish, support, finance, administer, contribute to, facilitate, or otherwise carry out any fund or plan for the reconstruction and economic development of the Islamic Republic of Iran. (c) Rule of Construction.--The prohibition under subsection (b) shall apply to the use of funds for any licenses, waivers, permissions, administrative actions, logistical support, security assistance, technical assistance, or other activities of the Department of Defense necessary for or related to relevant financial transactions in connection with a fund or plan described in that subsection. (d) Rule of Construction.--Nothing in this section may be construed to prohibit the use of funds for intelligence activities, force protection, defensive military operations, the enforcement of sanctions, or the protection of United States persons, the United States Armed Forces, or United States facilities. ______
