HAZEL DUKES (Mr. MANNION asked and was given permission to address the House for 1 minute.) Mr. MANNION. Mr. Speaker, like many who have met Dr. Hazel Dukes, you will remember the first time that you meet her, for she is a force and her presence is pronounced. For me, it was at a dinner at the Rome, New York, NAACP, which was an area that was new to me. When I had a chance to speak with Dr. Dukes, she was warm and welcoming. She held my hands and said to me: ``You are on the right side of history, and it is always the right time to do what is right. I am confident that you will be successful.'' Like many words that Dr. Dukes spoke in her lifetime, she was also correct, just, and right. Mr. Speaker, I thank Dr. Dukes for her service, her faith in me, and her faith in the American Dream and American values. ____________________
