Mr. FETTERMAN submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. PARITY IN ANNUAL PAY ADJUSTMENTS FOR FEDERAL CIVILIAN EMPLOYEES AND MEMBERS OF THE ARMED FORCES. Section 5303 of title 5, United States Code, is amended by adding at the end the following: ``(h) Parity With Military Pay Adjustments.-- ``(1) In general.--Notwithstanding any other provision of law, the percentage adjustment in the rates of basic pay under the General Schedule under this section for any calendar year shall be equal to the percentage increase in basic pay provided for members of the uniformed services that takes effect for that same calendar year. ``(2) Applicability.--The adjustment described in paragraph (1) shall apply to-- ``(A) rates of basic pay under the General Schedule under section 5332; and ``(B) any other statutory pay system for civilian employees that receives the annual adjustment under this section. ``(3) Prohibition on alternative pay plan.--The President may not issue any alternative pay adjustment under subsection (b) that results in a percentage adjustment lower than the percentage increase in basic pay provided for members of the uniformed services.''. ______
