Mr. MARKEY submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: Strike all after the enacting clause and insert the following: SECTION 1. FUNDING TO OFFSET DIESEL FUEL COST HIKES. In addition to amounts otherwise available, there is appropriated to the Secretary of Homeland Security, out of any money in the Treasury not otherwise appropriated, $69,545,000,000 for fiscal year 2026, to remain available until September 30, 2027, to establish a diesel fuel fund to promote national security and emergency resilience by providing payments to commercial users of diesel fuel, including agricultural, fishing, and transport users, to defray cost hikes in diesel fuel directly relating to recent global oil market disruptions. ______
