Pursuant to House Resolution 1438 and rule XVIII, the Chair declares the House in the Committee of the Whole House on the state of the Union for the further consideration of the bill, H.R. 8800. Will the gentleman from Alabama (Mr. Strong) kindly take the chair. {time} 1531 In the Committee of the Whole Accordingly, the House resolved itself into the Committee of the Whole House on the state of the Union for the further consideration of the bill (H.R. 8800) to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes, with Mr. Strong in the chair. When the Committee of the Whole rose earlier today, a request for a recorded vote on amendment No. 316, printed in part A of House Report 119-755, offered by the gentleman from Wisconsin (Mr. Grothman) had been postponed. Pursuant to clause 6 of rule XVIII, proceedings will now resume on those amendments printed in part A of House Report 119-755, on which further proceedings were postponed, in the following order: Amendment No. 28 by Mr. Self of Texas.
