Mr. VAN HOLLEN submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1271. PROHIBITION ON SALE, EXPORT, OR TRANSFER OF MAJOR DEFENSE EQUIPMENT TO CERTAIN COUNTRIES. (a) In General.--No sale, export, or transfer of major defense equipment (as defined in section 47 of the Arms Export Control Act (22 U.S.C. 2794)) may be provided to any country that the President identifies as supporting the Rapid Support Forces or the Sudanese Armed Forces through provision of materiel or other resources or equipment. (b) Waiver.--The President may waive the prohibition under subsection (a) on a case-by-case basis if the President-- (1) determines such a waiver is vital to the national interests of the United States; and (2) not more than 15 days after issuing the waiver, submits to the appropriate congressional committees a notification of the waiver and a detailed description and justification for the utilization of the waiver. (c) Appropriate Congressional Committees Defined.--In this section, the term ``appropriate congressional committees'' means-- (1) the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and (2) the Committee on Foreign Relations and the Committee on Appropriations of the Senate. ______
