TRIBUTE TO GARY MOORE

Congressional Record, Volume 172 Issue 154 (Tuesday, September 29, 2026) [Congressional Record Volume 172, Number 154 (Tuesday, September 29, 2026)] [Senate] [Page S5162] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] TRIBUTE TO GARY MOORE Mr. McCONNELL. Madam President, I rise today to honor my friend Gary Moore, county judge-executive of Boone County, KY, and former president of the Kentucky Association of Counties. Gary was first elected in 1998, and after 27 years of service, he will be retiring with a long list of achievements deserving of recognition. Gary's exposure to public service began at a young age. His father served as Pendleton County Sheriff, inspiring Gary with his love for helping others. It is clear to me that Gary adopted his father's work ethic and commitment to his community. This commitment extended beyond the borders of Boone County to the entire Commonwealth. I was proud to work alongside Gary when he served as president of the Kentucky Association of Counties, helping chart a course for the future of Kentucky. It was also my privilege to administer Gary's oath of office when he became president of the National Association of Counties. On the regional level, Gary completed a term as president of the Ohio-Kentucky-Indiana Regional Council of Governments. These roles are far more than titles; they reflect dedication to collaboration at the State, regional, and national levels and are a testament to the leadership skills I have long known Gary to possess. Inside Boone County, he worked diligently to protect the health and prosperity of his community, which includes his work fighting the opioid epidemic that has plagued the lives of so many of our neighbors. I am grateful to have had him as a partner in this fight, and we continue to make progress each and every day. As one of the fastest growing counties in the Commonwealth, Boone County has faced increasing demands on its transportation infrastructure. Recognizing these needs, we worked together to deliver meaningful improvements. I was proud to help in this effort by securing Federal investments to improve interstate highways 75 and 71, providing commuters with much-needed updates. Gary has also worked tirelessly with community members to improve the local road system, particularly along the Limaburg Road Corridor. These infrastructure projects strengthened access to the Cincinnati/Northern Kentucky Airport, facilitating further economic development while enhancing safety for hard-working Kentuckians who drive to work every day. There is no doubt Judge Moore has left Boone County better than he found it, and I am thankful for his dedication. A lifelong Kentuckian and a fine public servant, Gary has spent his career in service to his community and to our Commonwealth at large. Today, I honor his work and wish him the best as he enjoys retirement alongside his wife Linda, spending time with their children and grandchildren. ____________________
