Mr. PADILLA (for himself and Mr. Bennet) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title II, insert the following: SEC. ___. NAVY UNIVERSITY RESEARCH INITIATIVES. (a) In General.--Notwithstanding any other provision of this Act, the Secretary of the Navy shall continue the Navy University Research Initiatives (PE 0601103N) and shall carry out the activities funded under such program element during fiscal year 2027. (b) Funding.-- (1) Additional funding.--The amount authorized to be appropriated for fiscal year 2027 by section 201 for research, development, test, and evaluation is hereby increased by $41,900,000. (2) Offset.--The amount authorized to be appropriated for fiscal year 2027 by section 301 for operations and maintenance is hereby reduced by $41,900,000. (c) Availability for Navy University Research Initiatives.--Notwithstanding section 4201, of the amount authorized to be appropriated for fiscal year 2027 by section 201 for research, development, test, and evaluation, as revised by subsection (b)(1), up to $116,900,000 shall be available for Navy University Research Initiatives (PE 0601103N). ______
