Mr. BOOKER submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for [[Page S2605]] reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. PROHIBITION ON USE OF FUND FOR PRIVATE DETENTION FACILITIES. No funds appropriated or authorized under title I or title II of this Act shall be used to enter into a contract with a privately owned or privately operated facility for the purpose of detaining non-citizens. ______
