Mr. WARNER submitted an amendment intended to be proposed by him to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. PROHIBITION ON USE OF FUNDS FOR DETAINING OR DEPORTING UNITED STATES CITIZENS. None of the funds made available under this Act shall be used to detain or deport United States citizens. ______
