Mr. WICKER (for himself and Mr. Reed) submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title X, add the following: SEC. 1049A. ASSESSMENT OF NUCLEAR, CHEMICAL AND BIOLOGICAL MEDICAL COUNTERMEASURES. (a) In General.--Not later than March 31, 2027, the Secretary of Defense shall submit to the congressional defense committees an assessment of the establishment of a governance structure for coordinating the development of national security-related medical countermeasures, similar to the Operation Warp Speed Program, for nuclear, chemical and biological medical countermeasures. (b) Elements.--The report required under subsection (a) should include-- (1) recommendations to strengthen and improve the current medical countermeasure capabilities, authorities, and command structures of the Department of Defense; (2) recommendations to improve and formalize interagency coordination, support mechanisms, and supply chains necessary for a robust national security medical countermeasure enterprise; and (3) any other matters the Secretary of Defense determines necessary. ______
