RECOGNIZING KEVIN HAYS, WREC Congressional Record, Volume 172 Issue 159 (Friday, October 9, 2026) [Congressional Record Volume 172, Number 159 (Friday, October 9, 2026)] [Extensions of Remarks] [Page E1057] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] RECOGNIZING KEVIN HAYS, WREC ______ HON. GUS M. BILIRAKIS of florida in the house of representatives Friday, October 9, 2026 Mr. BILIRAKIS. Mr. Speaker, it is a privilege to rise today to recognize Mr. Kevin Hays, OPC Line Superintendent with Withlacoochee River Electric Cooperative (WREC), for his leadership and outstanding service as part of WREC's second mission supporting the Light Up Navajo Project. The Light Up Navajo initiative brings together utility professionals who volunteer their specialized skills to extend electricity to Navajo families who have lived without power for generations. As a Line Superintendent and supervisor, Mr. Hays brought valuable technical expertise and leadership to this demanding mission, helping his team carry out its work safely, efficiently, and professionally. For the families served through this initiative, electricity represents far more than convenience. It can mean light for a child to study after dark, refrigeration for food and medicine, and greater safety and comfort for an entire household. Mr. Hays and his colleagues understood the importance of this mission and willingly put their expertise to work to improve the lives of others. Their efforts are a powerful example of the cooperative principle of neighbors helping neighbors and demonstrate how skilled professionals can use their talents to make a lasting difference. I commend Mr. Kevin Hays for his leadership, technical expertise, and dedication to this worthwhile mission. His service reflects great credit upon WREC and the community we are proud to call home. ____________________
