Mr. SCOTT of Florida submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle G of title X, add the following: SEC. 1094. REQUIREMENTS RELATING TO THE NON-SDN CHINESE MILITARY-INDUSTRIAL COMPLEX COMPANIES LIST. Section 8531 of the National Defense Authorization Act for Fiscal Year 2026 (Public Law 119-60) is amended-- (1) by redesignating subsection (b) as subsection (c); and (2) by inserting after subsection (a) the following new subsection: ``(b) Update and Publication of List.--Not later than one year after the President submits a report under subsection (a), the Secretary of the Treasury-- ``(1) may add to the Non-SDN Chinese Military-Industrial Complex Companies List any foreign person that-- ``(A) is indicated in that report as qualifying for inclusion in that list; and [[Page S3796]] ``(B) has not already been added to that list; ``(2) shall, if any foreign person is added under paragraph (1), publish in the Federal Register a newly revised Non-SDN Chinese Military-Industrial Complex Companies List; and ``(3) shall, if any foreign person is not added under paragraph (1), submit to the appropriate congressional committees an annual report providing a written justification for each foreign person not added to the Non-SDN Chinese Military-Industrial Complex Companies List.''. ______
