Mr. CRUZ submitted an amendment intended to be proposed by him to the bill S. 4784, to authorize appropriations for fiscal year 2027 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title II, insert the following: SEC. ___. PRIVATELY FUNDED DUAL-USE INNOVATION EXCHANGES. (a) Authority.--The Secretary of Defense may leverage existing, privately funded dual-use innovation exchange organizations that facilitate collaboration among Department of Defense personnel, nontraditional defense contractors, manufacturing and infrastructure partners, and private capital providers to accelerate the transition of commercially developed technologies into defense applications. (b) Requirements.--In carrying out activities under this section, the Secretary shall, to the maximum extent practicable-- (1) use authorities and programs that were in effect on the day before the date of the enactment of this Act; and (2) avoid duplication of Department manufacturing, acquisition, or industrial base activities. ______
