Mr. PADILLA (for himself and Mr. Bennet) submitted an amendment intended to be proposed by him [[Page S1975]] to the concurrent resolution S. Con. Res. 33, setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; which was ordered to lie on the table; as follows: At the appropriate place in title IV, add the following: SEC. 4___. POINT OF ORDER AGAINST LEGISLATION THAT DOES NOT PROTECT POLLING LOCATIONS AND ELECTION ADMINISTRATION SITES FROM UNLAWFUL INTERFERENCE BY FEDERAL LAW ENFORCEMENT. (a) Point of Order.--It shall not be in order in the Senate to consider a bill or joint resolution reported pursuant to section 2002, or a conference report on or amendment between the Houses in relation to such a bill or joint resolution, if such bill, joint resolution, or conference report does not further ensure protection of polling locations and election administration sites from unlawful interference by Federal law enforcement as proscribed by sections 592, 593 and 594 of title 18, United States Code, and section 11 of the Voting Rights Act of 1965. (b) Waiver and Appeal.--Subsection (a) may be waived or suspended in the Senate only by an affirmative vote of three- fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair on a point of order raised under subsection (a). ______
