Congressional Record, Volume 172 Issue 159 (Friday, October 9, 2026) [Congressional Record Volume 172, Number 159 (Friday, October 9, 2026)] [Extensions of Remarks] [Page E1058] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] RECOGNIZING JOSEPH A. CAMPBELL FOR HIS SERVICE TO CONGRESS ______ HON. BRYAN STEIL of wisconsin in the house of representatives Friday, October 9, 2026 Mr. STEIL. Mr. Speaker, I kindly ask my colleagues to join me in recognizing Joseph A. Campbell for his service to the United States Congress. Today, Joe is retiring after almost a decade of service with the Architect of the Capitol, concluding a professional career defined by not for self, but for country. Raised in a Navy family, Joe is a graduate of the United States Naval Academy and served for twenty-five years in the United States Navy. Rising to the rank of Captain, Joe brought his professional training as a Civil Engineer to bear in combat operations and non-combat assignments around the world. His service was distinguished and meritorious, earning a Bronze Star, four Legions of Merit, and even jump wings as a Naval Parachutist. Since joining the Architect of the Capitol in 2016, Joe has served in numerous positions across the agency, from the Supreme Court Building to the House Office Buildings to his final role as Deputy Architect since September 2024. Joe has worked tirelessly to directly support Congress' legislative and the Court's judicial missions. As Acting Chief Financial Officer, Joe ended fiscal years with clean audits and guided the agency through multiple continuing resolutions. Joe's steady hand and integrity have garnered him the respect of colleagues and stakeholders across Congress. His leadership across Capitol Hill has strengthened the effectiveness and credibility of the Architect of the Capitol with a tenure defined by composure, efficiency, accountability, and quality. As Joe completes his service today as Deputy Architect of the Capitol, we extend our warmest wishes for a fulfilling next chapter still rooted in public service, stewardship of taxpayer dollars, and protection of the homeland. Joe's three and a half decades of outstanding performance of duty stands as an example honor, courage, and commitment, and his service merits this special recognition and the deep gratitude of the American People. ____________________
