Mr. MURPHY submitted an amendment intended to be proposed by him to the bill H.R. 7148, making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in division H, insert the following: Sec. __. The Secretary of Homeland Security shall make publicly available on the website of the Department of Homeland Security any request for reprogramming or transfer of funds and any final spend plan for the Department of Homeland Security and any component of the Department for fiscal year 2026, and for each fiscal year thereafter, not later than 14 days after final agency action. ______
