Ms. SMITH submitted an amendment intended to be proposed by her to the concurrent resolution S. Con. Res. 33, setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; which was ordered to lie on the table; as follows: Strike section 3002 and insert the following: SEC. 3002. DEFICIT-NEUTRAL RESERVE FUND FOR REFORMS FOLLOWING OPERATION METRO SURGE. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills or joint resolutions reported by the Committee on the Judiciary or the Committee on Homeland Security and Governmental Affairs of the Senate, amendments or motions offered thereto, or conference reports submitted thereon relating to supporting any changes to immigration enforcement policy undertaken following Operation Metro Surge, which may include reforms to protect the rights of individuals under the Constitution of the United States, and to ensure Federal law enforcement officers are held to the same or higher standards to which State and local law enforcement officers are subject, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over the period of the total of fiscal years 2026 through 2035. ______
