Ms. BALDWIN submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. TRANSFER OF FUNDING TO THE HEAD START PROGRAM. Notwithstanding any other provision of this Act, of the amounts made available to the Director of U.S. Immigration and Customs Enforcement under section 202, $14,270,000,000 shall be transferred to the Secretary of Health and Human Services to carry out the Head Start Act (42 U.S.C. 9831 et seq.). ______
