On 2026-09-16, Representative Brett Guthrie (R-KY-2) delivered a floor speech titled "RECOGNIZING JESSICA DONLON" in the House.
RECOGNIZING JESSICA DONLON Congressional Record, Volume 172 Issue 146 (Wednesday, September 16, 2026) [Congressional Record Volume 172, Number 146 (Wednesday, September 16, 2026)] [Extensions of Remarks] [Page E939] From the Congressional Record Online through the Government Publishing Office [ www.gpo.gov ] RECOGNIZING JESSICA DONLON ______ HON. BRETT GUTHRIE of kentucky in the house of representatives Wednesday, September 16, 2026 Mr. GUTHRIE. Mr. Speaker, I rise today to recognize Jessica Donlon for her service to the House Committee on Energy and Commerce. A double graduate of the University of Notre Dame as both an undergrad and student of the law, Jessica began her career on Capitol Hill in 2010 as an investigations counsel on the House Committee on Oversight and Government reform for Chairman Darrell Issa, rising through the ranks to a Senior Counsel role. Since then, Jessica's service to the American people has included working in several senior roles under the leadership of seven different Chairs across three different House congressional committees, Oversight and Government Reform, Small Business, and Energy and Commerce and as Deputy General Counsel in President Trump's Office of Management and Budget, Executive Office of the President. In January 2025, when I became Chairman of the House Committee on Energy and Commerce, Jessica joined my team as General Counsel where she quickly became a trusted advisor who has been key to managing the extensive responsibilities of the committee. Her work was essential to managing intricate and complex procedural requirements, advancing important oversight and investigative priorities, and fighting to advance sound policy through our legislative agenda, including ensuring President Trump's Working Families Tax Cuts bill was signed into law, along with dozens of other bills. We could not have succeeded this Congress without her sound judgment and steady hand. Jessica will soon depart the House Committee on Energy and Commerce after 16 years of service in the federal government to continue her career in private practice. I thank her for her commitment to the Committee, the Congress, and the American people, and I wish her the best in her future with her husband Steve and her three children, Cora, Luke, and A.J. ____________________
