Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33.; which was ordered to lie on the table; as follows: At the end of the amendment, add the following: SEC. 204. REVISED USE-OF-FORCE POLICY. None of the funds made available for the Department of Homeland Security by this or by any other Act may be made available until the Secretary of Homeland Security develops and submits to the Committee on the Judiciary of the Senate, the Committee on Homeland Security and Governmental Affairs of the Senate, the Committee on the Judiciary of the House of Representatives, and the Committee on Homeland Security of the House of Representatives a revised use-of-force policy that is functionally equivalent to the Department of Justice Policy On Use Of Force set forth in chapter 1-16.000 of the Justice Manual, to which all officers and agents carrying out immigration enforcement operations shall be subject. ______
